Colline Marie Miller’s Portfolio

Descriptions

  • As Digital Specialist for Chattanooga Mayor Andy Berke, I managed all social media accounts for the City of Chattanooga and Mayor Berke, ensuring consistent branding and increased audience interaction. I captured event photos with Mayor Berke and provided headshots for city employees. Produced promotional content for various departments, boosting public outreach and engagement. Designed and distributed The Berke Bulletin, the Mayor’s weekly newsletter helping to keep the community informed. Throughout this role, I developed a fast and efficient photography and content workflow to meet same-day social media deadlines. Created the City’s comprehensive photo and video archive. I project-managed high-profile public events including Inauguration 2017, State of the City 2018, and the Swearing-In Ceremonies for new Police and Fire Chiefs.

  • As the Public Relations Director and Board Member for the League of Women Voters of Chattanooga, I managed media relations and the communications strategy for the local chapter during the 2018 election cycle. I served as the primary spokesperson and media liaison. I collaborated with fellow board members to develop programs aimed at increasing community awareness and participation in local elections. I organized and supported public forums and voter education events. I was the graphic designer, website content manager, and newsletter administrator. I developed the 2018 Voter Guide, a key resource that expanded voter access to essential election information across the community. I also enjoyed designing the league’s retractable banner, which is still in use at events today.

  • As Public Relations Coordinator, I managed media relations and internal communications for a department of over 700 employees. I served as the primary spokesperson and media liaison; on Facebook and Twitter, local AM/FM stations, all local television news channels in the morning, afternoon, and evening talk shows. This and That had me on as a guest a few times, that was fun. I developed the skills to speak publicly, organize and give presentations, and - most importantly - when to hand the mic over to someone else more appropriate to deliver the message. I developed and executed social media campaigns that significantly increased engagement within my first five months. I created the department’s first comprehensive photo and video archive. I designed and delivered a department-wide communications training to ensure all 700 employees could confidently represent our mission in public-facing opportunities and understood the structure of the Department as whole. I think this helped remove silos. I made sure our Department had a seat at the table and was a valued asset in high-level executive decisions. I presented “The Truth About Government Communication” at two national conferences, helping establish Chattanooga as a thought leader in public sector communications. I organized the inaugural "Women in Public Works" event for Valentine’s Day, which helped spark the creation of the department’s formal Women in Public Works Committee. Throughout my time at DPW, I was committed to building an internal culture and public brand that reflected pride, professionalism, and the essential value of public service.

  • At Sojourn Strategies, I contributed to national advocacy campaigns centered on economic justice and pro-voter policies. I assisted in the facilitation of high-level coalition calls with the Biden-Harris Administration and a growing coalition of over 20 organizations dedicated to the advancement of economic policies that work for all Americans. My work helped advance landmark legislation like the New Mexico Voting Rights Act of 2023 and supported critical pandemic-era economic relief efforts that reached millions of Americans. I was the first on-payroll employee for this growing and equity-focused consulting firm. I contributed to key communications and branding projects, including a new company website and some brand identity work.

  • At the Center for Tech and Civic Life (CTCL), I collaborated on national advocacy campaigns aimed at securing sustainable federal funding for local election infrastructure. I served as both content creator and platform lead by managing the campaign’s website and contributed to our social media presence. Crafting strategic messaging that resonated with policymakers, local election officials, and the public.

    I played a central role in developing and launching a high-impact campaign that generated over 100,000 letters to Congress, contributing to the successful appropriation of $468 million in new federal and state election funding.

    I produced a series of federal grants webinars, equipping election officials with resources to access new funding opportunities.

    In addition to campaign work, I participated in executive-level planning across hiring, vendor strategy, and department growth; doubling the size of our team in under a year to meet rising advocacy demands.

  • I am a co-owner and operator of The Joyful Holler.

    While on a caregiving break I’ve been fortunate to turn this idea into a reality. One item I’ve been working on is this website and my portfolio. I’ve been using my artistic abilities and project management expertise to help clients celebrate, connect, and create lasting memories.

    In more detail;

    I manage the operations of a short-term rental unit, ensuring a welcoming and well-maintained environment for guests and tenants; property maintenance, vendor coordination, and scheduling of repairs, cleaning and turnover.

    I have developed and continue to maintain systems for budgeting, inventory, and supplies across various ongoing projects on the property.

    I am the bookkeeper and financial planner, with an eye on sustainable growth.

    My favorite part is designing, digging and planting sustainable landscape architecture projects, including native plantings, edible gardens, and other outdoor gathering spaces.

    Very recently, I’ve been thrilled to lend my event coordination skills to coordinate local weddings and events, as well creative workshops in partnership with local businesses and vendors across the tri-state region.
